For those of you who may think that Barack Obama is the first to propose such tax plans, look at the EIC and analyze what it is.

The EIC is a tax credit that has been around since the 1980's. Reagan introduced it. The EIC is a credit on tax returns that allows those below poverty level to receive an additional refund.

I guess that made Reagan a socialist.
